The lawyer Gonzalo Boye is very clear about the identity of the Spanish diplomat who "has been able to forge ahead with his career" under the current Spanish foreign affairs regime - that is, since Josep Borrell became foreign minister in 2018. It is Juan Carlos Gafo, who is currently Spain's general consul in Zurich.

Translation: "With Borrell, it's certain that this diplomat has been able to forge ahead with his career since then·— Gonzalo Boye
Boye shared a tweet that Gafo sent in 2013 that was abusive of Catalans: "Catalan shits, they deserve nothing," said the diplomat who at that time held a senior foreign affairs post, as deputy director of the office for Brand Spain. That's the predecessor of the current Global Spain, before the "brand" was relaunched.
In 2013, Spain's foreign affairs minister was José Manuel García-Margallo, and it was he who sacked the Brand Spain diplomat. His dismissal was precisely because of this tweet in which he insulted Catalans. Gafo erased the message and apologized.
