The monarchy is the institution which is trusted the least by Catalans, according to a survey, "Perception on the territorial debate in Spain 2019", conducted by CEO (Centre for Opinion Studies) for the Catalan government. On a scale from zero to ten, respondents from outside Catalonia give the monarchy a failing average score of 4.58. Within Catalonia, the results are in line with those of other recent polls, giving them just 2.21.

At the other end of the scale, the institution most trusted by Catalans are the universities, rated 6.56. In the rest of Spain, meanwhile, that position is held by the National Police Corps and the Guardia Civil on 7.09. In Catalonia, those police forces only get 4.59, their reputation having been damaged by their response to the Catalan independence movement, particularly their use of force against the referendum.

The survey also reflects a difference of opinion between Catalans and those in the rest of Spain with regards to the courts: in Catalonia they are given 3.89, whilst in the rest of Spain they get 4.97. When it comes to the Constitutional Court specifically, its score outside of Catalonia is higher than that for the courts as a whole: 5.17. In Catalonia, on the other hand, its score is lower than that for the courts in general: 3.47.

In both geographical divisions, the least trusted institutions also include the banking sector, political parties, Congress, Spanish government and the Catholic church.
